The Vision

Dholera Special Investment Region (DSIR) was notified in 2009 as the anchor industrial node of the Delhi–Mumbai Industrial Corridor — a joint India-Japan mega-project. The development is led by Dholera Industrial City Development Limited (DICDL), an SPV of the Government of India and Government of Gujarat.
The master plan splits the city into 6 Town Planning (TP) schemes covering industrial, residential, recreational, knowledge and tourism zones. The first 22.5 sq km Activation Area is now serviced — every plot has road access, ICT ducting, water and sewerage at the boundary.
When complete, Dholera will be roughly twice the geographic footprint of Mumbai and six times the size of Shanghai’s Pudong CBD — but with the planning rigour, walkability and net-zero infrastructure of a 21st-century city.
